Urban planning and climate change:

Can we create safety and stability for citizens, residents, and property owners while also embracing democratic flexible solutions in times of climate change?

Dynamic Adaptive Planning (DAP) is a planning model that has been used internationally, for example in the Netherlands, and is now being tested in Kalmar as part of the COALA research project. DAP means that we prepare for future climate changes but decide exactly which measures should be taken in the future – when we believe it is time for implementation. In some cases, land may be used flexibly, while in others, buildings may be protected with multifunctional embankments, or in other ways. With DAP, land use and construction can be adapted as we go along. You have a say in the decisions! We start by studying low-lying risk areas. After that, we discuss and analyze together or individually signal systems, different alternative measures, and their consequences. The point is to create stability for construction, land use, and property values and to manage change in a democratic manner.
